PEC Pakistan Engineering council Pakistan is a government body that is responsible for issuing engineering licenses and registration to individuals as well as organizations. PEC Renewal Construction License Categories in Pakistan

CA / No Limit Category

CA is the highest contractor category. This is a no limit category which allows any project of any cost & there is no limit to the number of projects. PEC contractor verification requires that the company should employ 02 Professional Engineers (PE) with minimum 20 years of experience each and PEC Registered Engineers. Additionally, the company must employ at least five registered engineers as trainees.

Furthermore, it should have approximately 200 professional credit points and should be registered with the Securities and Exchange Commission of Pakistan (SECP). PEC Renewal without CPD is not possible.

The PEC renewal documents required for the CA category are

1. Expired original CA license
   
2. Company letterhead
   
3. Biometric verifications of all engineers Note, an engineer can only use his PEC registration once in a year.
   
4. PEC Renewal fee for CA is Rs 400,000 per year. Original paid PEC Renewal fee Challan is mandatory.
   
5. PEC renewal constructor application form, fully completed in all respects. The CEO and Director must sign the document, and the company seal must be affixed.
   
6. Attach the bank statement and account maintenance certificate. However, this certificate must show an active account with a closing balance adequate for the PEC license level.

CB Category

In this category for companies registered with PEC there are certain limits. The construction cost per project is up to 4000 million Rs. According to PEC renewal contractor verification, the company must employ two professional engineers with 15 years of experience each, as well as registered engineers. In addition, a minimum of three registered engineers will be employed as trainees. For PEC Renewal PCP should be around 120.

The PEC renewal documents required for the CB category are

1. Expired CB license
   
2. The Company letterhead
   
   Biometric verifications of at least 2 PE and 3 RE engineers having valid PEC registration numbers. Note, an engineer can only use his PEC registration once in a year.
   
3. PEC Renewal fee for CB is Rs 250,000 per year. Receipt of paid PEC Renewal Challan of the desired fee is mandatory.
   
4. PEC Renewal application form, fully completed in all respects also with CEO and Director signatures and company stamps.
   
5. Attach the bank statement and account maintenance certificate. However, this certificate must demonstrate an active account with a closing balance that is appropriate for the PEC license level.

  C1 Category

C1 is best suited for projects of moderate size and complexity compared to CA and CB, as it has fewer requirements. PEC contractor verification requires that the company employs two professional engineers with 10 years of experience each and registered engineers. Additionally, the company must employ at least two registered engineers as trainees Professional Credit Points should be around 90.

Documents required of PEC renewal in C1 category are

1. Expired original C1 license
   
2. Company letterhead
   
3. Minimum 2 Professional Engineer and 2 Registered Engineer from any discipline or from desired discipline.
   
4. PEC Renewal fee for C1 is Rs 150,000 per year. Original paid PEC Challan of the desired fee is mandatory.
   
5. PEC constructor application form, fully completed in all respects. CEO and Director signatures and company stamps will be required.
   
6. Attach the bank statement and account maintenance certificate. However, this certificate must demonstrate an active account with a closing balance that is appropriate for the PEC license level.

C2 Category

It is another category for  contractors  registration. It is intended for small construction projects. The limit for construction cost is 1000 million Rs. PEC contractor verification requires that the company employs one professional engineer and registered engineer. Additionally a minimum of 1 registered engineer to be employed as trainee. Professional Credit Points should be around 35.

Documents required of PEC renewal in C2 category are

1. Expired original C2 license
   
2. Company letterhead
   
3. Biometric verification of at least 1 Professional Engineer and 1 Registered Engineer of desired discipline.
   
4. PEC Renewal fee for C2 is Rs 125,000 per year. Original paid PEC Challan of the desired fee is mandatory.
   
5. PEC constructor application form, fully completed in all respects. Owner or directors signatures & stamp required.
   
6. Attach the bank statement and account maintenance certificate. However, this certificate must demonstrate an active account with a closing balance that is appropriate for the PEC license level.

C3 Category

Compared to previous categories C3 has the lowest requirements in terms of experience and number of engineers. The limit for construction cost is 500 million Rs. PEC contractor verification requires that at least 50% of the company’s employees be registered engineers. This category does not require you to hire trainee engineers. 1. Expired original C3 license
   
2. Company letterhead
   
3. Biometric verification of Minimum 2 Professional Engineer and 1 Registered Engineer from any discipline or from desired discipline.
   
4. PEC Renewal fee for C3 is Rs 75,000 per year. Original paid PEC Challan of the desired fee is mandatory.
   
5. PEC constructor application form, fully completed in all respects. The CEO and Director must sign the document, and the company seal must be affixed.
   
6. Attach the bank statement and account maintenance certificate.
   
7. NTN copy will also be required if there is any change in address or business name.

C4 Category

C4 is also a low category. It has lower requirements so they are easy to fill moreover Startups with limited resources often are registered in this category. The limit for construction cost is 200 million Rs. PEC contractor verification requires that 50 percent of the total employee must be registered engineers. This category does not require you to hire trainee engineers. Professional Credit Points should be around 15.

Documents required of PEC renewal in C4 category are

1. Expired original C4 license
   
2. Company letterhead
   
3. PEC Renewal fee for C4 is Rs 45,000 per year. Original paid PEC Challan of the desired fee is mandatory.
   
   
4. PEC constructor application form, fully completed in all respects. The CEO and Director must sign the document, and the company seal must be affixed.
   
5. Attach the bank statement and account maintenance certificate. However, this certificate must demonstrate an active account with a closing balance that is appropriate for the PEC license level.

C5 Category

Companies with only one member belong to this category.  It applies to self employed individuals who retain most of the shares of the company.The limit for construction cost in this category is around  65 million Rs. PEC contractor verification requires that the construction company must have at least 1 PEC registered engineer. 5 Professional Credit Points are required.

Documents required of PEC renewal in C5 category are

1. Expired original C5 license
   
2. Company letterhead
   
3. PEC Renewal fee for C5 is Rs 30,000 per year.. Original paid PEC Challan of the desired fee is mandatory.
   
4. PEC constructor application form, fully completed in all respects. The CEO and Director must sign the document, and the company seal must be affixed.
   
5. Attach the bank statement and account maintenance certificate. However, this certificate must demonstrate an active account with a closing balance that is appropriate for the PEC license level.
   
6. NTN copy will also be required if there is any change in address or business name.

C6 Category

It is the lowest category. Therefore, you only need one registered engineer to be a part of it.  The limit for construction cost in this category is around Pkr 25 million. Recent graduates are registered under this category. One only needs 5 professional credit points to be eligible.
